Initial Project Description: Aurora Investments, LLC is proposing to construct a new, 209-unit sernior care building, 228,842 square feet, five stories, plus one level of underground parking at 6500 France Ave. S. and 4005 W. 65th St., Edina, MN.
To accommodate the request, the following is required:
- Amend PUD Zoning to the new use;
- Amend Comprehensive Plan to allow senior housing; and,
- Preliminary Development Plan

Initial Project Description: Lund Food Holdings is proposing to tear down the existing 59,000 square foot Byerly’s grocery store located at 7171 France Avenue and build the following:
Phase 1
- A new 47,000 square foot Byerly’s store.
- A six/seven-story 109-unit apartment building with a first floor 10,450 square foot retail area and two levels of underground parking
Phase 2
- A six story, 60-unit apartment building with 10,500 square feet of retail space on the first level and two levels of underground parking.
- Preliminary Rezoning from PCD-3, Planned Commercial District to PUD, Planned Unit Development
- Preliminary Development Plan; and
- Preliminary Plat
Peter Knaeble on behalf of Frank Sidell II
4232 Oakdale Ave.
Initial Project Description: Peter Knaeble, on behalf of Frank Sidell, is proposing to subdivide the Sidell family-owned property between Little Street and Morningside Road into eight lots. Currently, the site consists to six lots.
To accommodate the request, the following is required:
- A subdivision
- Lot depth variances from 161 feet to 127 feet for lot 4; to 140 feet for lot 6 and to 135 feet for lot 7.

Stuart Development Company
10 Southdale Center
Initial Project Description:
Stuart Co. is proposing to develop the southeast corner of the Southdale site with a 232-unit luxury rental apartment and townhome development. The site is currently an overslow parking lot for Southdale Center and is being used by Park and Riders for Metro Transit. Building height for the apartment buildings is 10 and six stories; and three to four story townhouse buildings.
To accommodate the request, the following is required:
- Site Plan Review.
- Conditional Use Permit to allow for residential use.
- Front yard setback variance from 115 to 63 and 42 feet.
- Parking stall variance from 6,774 to 6,239 spaces.
- Re-plat of the Southdale site to reconfigure the existing lots.

Starbucks

Initial Project Description:
Bruce Carlson, on behalf of Centennial Lakes Plaza, is requesting a site plan review to build a 1,750-square-foot Starbucks Coffee Shop with a drive-thru window, within the parking lot of Centennial Lakes Plaza at 7501 Frace Ave.

Mount Properties
6500 France Ave.
Initial Project Description:
Mount Properties is proposing to tear down the existing office building at 6500 France Ave. and build a new, four-story, 69,310-square-foot medical office and retail building with an attached parking ramp.
To accommodate the request the following is required:
- A Comprehensive Plan Amendment;
- Preliminary Rezoning from POD-1, Planned Office District, to PUD, Planned Unit Development;
- Preliminary Development Plan;
- Final Development Plan and Final Rezoning to PUD;
- Zoning Ordinance Amendments Establishing the PUD.

The Waters Senior Living in Edina, on behalf of the Colonial Church of Edina, 6200 Colonial Way
Initial Project Description:
In an effort to create seven affordable housing units within the approved development project, the applicant is requesting a reduction in the building size by 28 feet. To accommodate the reduction in building size, 36 underground parking stalls would be eliminated.
