The Finance Department provides accounting and control services for all financial activities of the City, the Housing and Redevelopment Authority (HRA), the South Metro Public Safety Training Facility, and other auxiliary organizations.

Finance is also responsible for utility billing, revenue collections, and payment of claims. The Department is also responsible for managing the City’s debt and investments as well as preparing the City budget, comprehensive annual financial report (CAFR), popular annual financial report (PAFR), and capital improvement plan (CIP).

In late 2015, the Government Finance Officers Association of the United States and Canada (GFOA) awarded the Certificate of Achievement for Excellence in Financial Reporting and Award for Outstanding Achievement in Popular Annual Financial Reporting to the City.  The awards were received for our 2014 CAFR and PAFR. The CAFR award is the highest form of recognition in the area of governmental accounting and financial reporting, and is the ninth consecutive year the department received this award.  The PAFR award recognizes state and local governments who design a summarized annual financial report that is easily understandable to the general public and other interested parties.  This is the first year the department received this award.

The City also received a Distinguished Budget Presentation Award by the GFOA for our 2014-2015 budget. The GFOA established this program to encourage and assist local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOAs best practices on budgeting and then to recognize individual governments that succeed in achieving that goal. This was the first time the department received this award.
