This Redevelopment TIF District was established to create a viable funding source for the many public improvements anticipated to improve access to and through the overall Grandview commercial district. Needs identified in the 2012 Grandview Development Framework include: improvements for pedestrians, bicyclists, transit users, and motorists, improvements to: Eden Avenue, Arcadia, Avenue, intersections at Eden/Arcadia and Eden/Vernon, new east-west connection behind Jerry’s Office Tower, and new shared public parking.

This TIF District includes fifteen properties that cover 11 acres of the 80 acre commercial area. The parcels included are considered the most likely to be redeveloped in the next few years. Several parcels within the TIF District are currently owned by public agencies and have not been included on the tax rolls for more than 50 years. While the free market has traditionally constructed low-density single story commercial facilities in this area, with the use of TIF, it is hoped that additional development density (with structured parking) can be attracted to the area to create a vibrant business and mixed-use center that serves the northern neighborhoods of Edina.

Specific uses of TIF monies will be considered on a case-by-case basis when development proposals are prepared for the vacant and underutilized parcels.
