50th & France Mixed-Used Redevelopment

The Edina HRA owns several parcels on West 49-1/2 Street. These parcels are used for public parking facilities. Two additional parcels were purchased in recent years to expand parking. The preference is to construct mixed-use structures that incorporate commercial space on the street level with the parking hidden behind, underneath or above.

In late 2016, a Request for Proposal was issued to solicit interest from the real estate community. The development team of Buhl Investors/Saturday Properties has been selected as the “preferred development partner” based on their concept for the “Edina Collaborative” mixed use project.

The preliminary concept calls for expansion of the existing North Parking Ramp (from 3 to 4 stories), removal of the outdated Center Parking Ramp and replacing it with a mixed-use structure with commercial space, public parking and upper level apartments. The new facility would be centered upon a new public plaza for the mutual use of all residents and patrons. Additional information is found HERE

This concept is currently being explored to determine its feasibility.


The Edina HRA is currently in preliminary negotiations to explore the scale of the project and the parameters for a real estate transaction. At this point in time, all concepts are considered preliminary.
